Immigration, Guaranteed Income Programs, and Inequalities panelists and special guests:

Abigail Andrews of UC San Diego's Department of Urban Studies and Planning ( and Sociology affiliate) is an Associate Professor and Director of the Mexican Migration Field Research ProgramShe runs several community-action research projects, including a partnership with Al Otro Lado and the UCSD-Alacrán Community Station documenting Mexican state violence, and identifying and bridging information gaps that block asylum seekers from understanding asylum and meeting their basic needs (2021-23); a collaboration with Espacio Migrante,  Haitian Bridge Alliance, and el Centro de Derechos Humanos Fray Matías de Córdova, mapping anti-black racism in Mexico’s borderlands (2022-23); a project with Innovation Law Lab looking at how ICE facilities block communication between migrants and advocates (2021-22); and a partnership with  Comite Cívico del Valle looking at the impacts of lithium mining on Latinx communities in California’s Imperial Valley (2023-24). Her scholarly research focuses on state violence, gender, and grassroots advocacy among migrants from Mexico and Central America. She also looks at how to nurture care, regeneration, and joy amidst intersecting climate and refugee crises.

Ethan Evans of CSU Sacramento's Division of Social Work. Dr. Evans has nearly 20 years of experience in direct social service delivery, program management and evaluation, academic research, and policy analysis. From 2002–2007, he served as Executive Director to the Sacramento Housing Alliance, leading a successful campaign for inclusionary housing in Sacramento County. Afterward, he was awarded a German Chancellor’s fellowship to compare approaches to addressing homelessness internationally. Now an Assistant Professor at Sacramento State’s School of Social Work, Dr. Evans is lead researcher to the United Way California Capital Region’s two Guaranteed Income Program pilots. He will discuss results from his latest research about guaranteed income programs.

Tom Wong of UC San Diego's Department of Political Science is the founding director of the U.S. Immigration Policy Center (USIPC). He served as an advisor to the White House Initiative on Asian Americans and Pacific Islanders (WHIAAPI) under the Obama administration where he co-led the immigration portfolio and was appointed by Governor Gerry Brown to serve on the State of California 2020 Census Complete Count Committee (CCC). Wong's research has been used by policymakers both in the U.S. and in Mexico, as well as by organizations that serve immigrant communities. Wong’s research has been used in several federal lawsuits to defend DACA, end family separation at the southern border, and prohibit indefinite child detention, among others. His research focuses on the politics of immigration, citizenship, and migrant "illegality." As these issues have far-reaching implications, his work also explores the links between immigration, race and ethnicity, and the politics of identity.
